Green New Deal
In February 2019, Ocasio-Cortez and Massachusetts Senator Ed Markey introduced a resolution outlining the scope of a «Green New Deal.»
The resolution proposed the switch to renewable energy sources for the entire country, with the goal of achieving net-zero greenhouse gas emissions by 2030. Additionally, the plan called for major investments in clean energy technology research and development, with Ocasio-Cortez also aiming to include a federal jobs guarantee, basic income and universal health care under the umbrella of the Green New Deal.
The resolution was co-sponsored by 60 House members and nine senators, including Democratic presidential candidates Cory Booker, Kamala Harris and Kirsten Gillibrand. Ocasio-Cortez, who has suggested raising the income tax rate to as high as 70 percent to fund her ambitious proposal, said she intended to begin writing up legislation immediately.

Bronx born and raised?
The former barmaid and waitress has always been proud of her background and her apparent working class roots in the Bronx.
She was born to Catholic parents Sergio Ocasio-Roman, an architect, and Blanca Ocasio-Cortez, who did secretarial and cleaning work.
The couple both had Puerto Rican backgrounds and AOC has regularly talked about her humble origins, saying in her campaign video: ‘Women like me aren’t supposed to run for office.
‘I wasn’t born to a wealthy or powerful family — mother from Puerto Rico, father from the South Bronx.’
But despite making regular references to her Bronx origins, it was later revealed she mostly grew up in the wealthier Westchester County.
The future socialist star was born in the Bronx but court records show her late father bought a quaint three-bedroom in Yorktown Heights, New York in 1991, when she was about two.
The revelation was an apparent contradiction of her official biography, which states in part: ‘The state of Bronx public schools in the late 80s and early 90s sent her parents on a search for a solution.

When she was about five, Ocasio-Cortez’s family moved to the house in Westchester County, a detail that the bio omits.
Ocasio-Cortez had also boasted on Stephen Colbert’s late-night show that President Donald Trump, born in Queens, wouldn’t know how to handle ‘a girl from the Bronx’ such as herself.
Her father died in 2008, which she said changed the family’s fortunes after a lengthy probate battle to settle his estate.

The fury of the U.S. public
On Nov. 8, 2016, the U.S. elected a president who bragged about sexual assault and racism. In addition, right-wing parties were on the rise in Europe and inequality in the U.S. had intensified. People were angry.
The Women’s March on Washington the day after Trump’s inauguration has been called the largest one-day demonstration in U.S. history. There followed Trump’s attacks on immigrants and refugees and the spectacle of the Brett Kavanaugh hearings and the testimony of Christine Blasey Ford. The proceedings echoed the Clarence Thomas hearings, which discounted the testimony and courage of law professor Anita Hill. The committee even had some of the same members as a generation earlier.
The fury of the American public led to the greatest number of diverse candidates to ever run in the U.S. midterm elections last fall. Many of those candidates lost. But several of them won.
Indigenous, queer, Muslim, Black and women candidates are now represented in greater numbers than ever before. And many of those who lost had a strong showing. This means they have teams in place, voters identified, name recognition and often money in the bank. They just have not won yet.

The New York congresswoman said last year it is ‘wrong’ for billionaires to exist in the US and her policy advisor said: ‘Every billionaire is a policy failure.’
She has regularly called for huge taxes on the super-wealthy, previously saying in a public meeting in 2019 that a system that allows billionaires is ‘immoral’.
The comments sparked a backlash with Bill Gates, who supports a harsher tax on the super wealthy, saying she is ‘so extreme’.
He said: ‘I believe US tax rates can be more progressive. Now, you finally have some politicians who are so extreme that I’d say, ‘No, that’s even beyond.’ You start to create tax dodging and disincentives, and an incentive to have the income show up in other countries and things.’
AOC as an Instagram phenomenon
Besides acing Twitter, AOC is quite big on Instagram as well. Instagram is where she mainly promotes her image of «relatability” using a quite casual and informal communication style. As the average citizen is traditionally clueless about what is next after being elected as a congresswoman, AOC knew just how to satisfy the public’s hunger for answers. During her congress orientation week, Ocasio-Cortez took her followers (and anyone else who would click on her profile) behind the scenes of her journey there. In other words, she documented and shared all the spaces and events she was allowed into.
Her followers would watch her as she visited monuments, met with other incoming freshers and attended events. Not only that, but with her sense of humour, the whole process was made to appear friendly and relatable to the average follower. AOC joked about her experience, comparing it to a high school field trip, or having a yearbook. She also made Harry Potter references («Welcome to Hogwarts») and highlighted the importance of getting snacks. Her thoughts appear very common, almost identical to anyone else’s instead of more serious or sophisticated. She wants snacks and makes movie references… she could be you!

Of course, AOC has been keeping up the close contact with her followers ever since. Soon after being elected, she also streamed an Instagram Live, answering questions submitted through the live chat feature as she grated cheese and sang along to Janelle Monáe.

She repeated the claims in a live stream and mocked critics who rebuffed the claim as a joke, making it clear she was serious about the figure.
She said: ‘We have 12 years left to cut emissions by at least 50 per cent, if not more, and for everyone who wants to make a joke about that, you may laugh, but your grand kids will not.’

Ocasio-Cortez’s digital populism
AOC’s behavior on and use of social media creates food for thought as it can be seen as facilitating her populist discourse. Populism as a concept can mean various things depending on the prism under which one examines it. First of all, populism can be perceived as a «chronotropic mediatized communicative and discursive relation» (Maly, 2018) where a communicator mobilizes «an anti-elite discourse in the name of the sovereign people» (Aslanidis, 2015: 96). To put it simply, a populist is somebody who can be labeled or labels him/herself as a populist, or claims to speak in the name of the people. To speak in the name of the people, one of course needs some knowledge about the needs and experiences of the people (Maly, 2018). If someone can claim to have that knowledge, that someone is AOC. The “working-class New Yorker”, who worked as a waitress, educator and now congresswoman, has seen both sides of the coin.
In the age of digital media, «populism always exists in the synchrony between digital media and politics» (Maly, 2018). Uptake in different media is a crucial ingrediënt in the process of becoming a populist. In this case, the person has to be framed as a populist and a supporter of the peoplel. Populists do not only use media to articulate «the voice of the people», or to criticize the media or the establishment, but they are also labeled as populists in those same media by journalists, academics or other politicians. Within this framework, one could (and many already have done so) label AOC as a populist. Important to realize here, is that ‘the people’ in AOC’s discourse refer to the common man and women in all their diversity. AOC’s ‘the people’ is constructed in a social-democratic tradition. Her people is about ‘class’, contrary to the ethno-cultural nationalist conceptualization of the people in right-wing populist discourses. This class perspective is also clear in her definition of the ‘elite’ as an objective class of people.
Her rhetoric is meant to inspire the common person, the man (or woman!) next door. In her key speeches, as well as the ones that have gone viral, AOC always addresses issues that refer to everyday people, such as healthcare – even in cases in which she didn’t originally plan to advocate on that issue in that specific speech. Anyone who keeps up with American politics remembers her speech in which she made an analogy between basic healthcare and environmental issues in order to prove her point in a simple yet effective way:
“When we talk about the concern for the environment as an elitist concern, one year ago I was waitressing in a taco shop in downtown Manhattan. I just got health insurance for the first time a month ago. This is not an elitist issue. This is a quality of life issue. You want to tell people that their concern and their desire for clean air and clean water is elitist? Tell that to the kids in the South Bronx which are suffering from the highest rates of childhood asthma in the country.»
Being quite young and a rather new face in politics, AOC doesn’t mince her words for better or for worse, and appears as «her original self», bringing a refreshing touch to political speeches. These observations can potentially make her fit under more definitions of populism found in scholarship. Jan-Werner Müller (2016), for example, describes populism as “a way of perceiving the political world that sets a morally pure and fully unified—but, I shall argue, ultimately fictional—people against elites who are deemed corrupt or in some other way morally inferior. (…) ”. It is clear that AOC definition of ‘the people’ is very different. She does not construct a homogenous people, but a enormous diverse group of people connected together by their position on the social ladder, by their class (see the second tweet below).
AOC doesn’t hesitate to target ‘the elites’. In one of her most famous Tweets, she pointed a finger to the very same institution she is part of and its policies as being in stark contrast to the lack of privilege that the average citizen has, complementing her aforementioned speech on the matter. The elite is again constructed on their position vis à vis the class interests of the common people. Her ‘populism’ is thus very different then the populism Müller describes.
Medicare misunderstanding
A number of Democrats cited a study by the Mercatus Center at George Mason University, which receives funding from the Koch Foundation, claiming Bernie Sanders’ Medicare-for-all plan would lower the country’s health costs.
They said the study found overall health expenditures would drop by $2trillion with the plan.
But the Mercatus Center said this would be an ‘unlikely outcome’ and it is more probably that the plan would see government spending rise by $33trillion.
Despite this, AOC claimed: ‘In a Koch brothers-funded study — if any study’s going to try to be a little bit slanted, it would be one funded by the Koch brothers — it shows that Medicare for all is actually much more, is actually much cheaper than the current system that we pay right now.’
Campaign Issues
As an active member of the Democratic Socialists of America who also helped organize for Democratic presidential candidate Bernie Sanders in 2016, Ocasio-Cortez ran on a progressive platform — abolishing ICE, criminal justice reform, tuition-free college and universal healthcare.
«Our campaign was focused on just a laser-focused message of economic, social and racial dignity for working-class Americans, especially those in Queens and the Bronx,» Ocasio-Cortez said during an interview on MSNBC’s Morning Joe after her primary win. «We were very clear about our message, very clear about our priorities and very clear about the fact that even if you’ve never voted before we are talking to you.»

Most importantly, Ocasio-Cortez began shaking up the Washington establishment with her bold proposal to reshape America with her Green New Deal, in the spirit of President Roosevelt’s New Deal to get the U.S. out of the Great Depression. Her stimulus plan aims to phase in renewable energy sources and rebalance the social and economic pie in the United States with a proposed tax hike on the richest Americans.
She is also advocating for free tuition, universal single-payer health care, a job guarantee with decent wages and benefits and transitioning the U.S. economy to 100 per cent renewable energy sources. Her vision is far to the left of the cautious and ultimately uninspiring Hillary Clinton, but current Democratic presidential hopefuls are falling over themselves to endorse her plan.
Both her audacious goals and her bold style drive her Republican opponents crazy. They believe that her socialist politics will lose the Democrats the votes of more moderate Americans so they have fixed a negative spotlight on her.
Alternatively, AOC might just be tapping into the anxiety of Americans across party lines as they struggle to make ends meet while harbouring anxieties about climate change.
